First. Is there anyway to prevent the mothers death?

Much to the chagrin of many a player, no, Leandra's death cannot be prevented.
There are a few different ways that the quest can pan out - you could talk to the boy in Lowtown, or, if you let him live, you could find DuPuis in Darktown and have him assist you for awhile.

There's two ways to go through with the quest, though Leandra will always die. If you spared Gascard and didn't inform the Templar about him, he'd be in Darktown and help you track down Quentin.
