Is Tali a good squad member?

That is a very old debate. I don't think I've seen a good answer yet. I like Attack Drone the most. But it doesn't matter since the purpose of the drone is to distract, and the damage it does is just a small bonus.

But if you do have Geth Plasma Shotgun, they are all noticeably better in combat. It works well at mid-range, and so those squadmates are much smarter about taking cover than they would usually be. It also pretty much makes their pistols expendable too.
As for which drone is better, I go with Attack Drone pretty easily. I did an experiment to see how damaging the Explosive Drone's explosion actually is (unprotected organic target) and it wasn't very much. Attack Drone can harass a protected target just as effectively as a regular drone on an unprotected one. I've always found it to be much more useful.

Tali's a really good squadmate once you have 6/6 Tech upgrades so her Area Drain will nuke shields. Her passive is garbage, but I can sink 3 points into it b/c I only ever get AI Hack 3. Her only downside is that her LM doesn't open up until after the Disabled Collector Ship, meaning you may have already completed most shield-heavy missions by then.
My Tali build is as follows:
Explosive Drone
AI Hack 3
Passive 2
Area Drain
She's always great against Geth, but once I've set her up with this build, she's really good against mercs too.

in ME1 just about everyone is better than her. garrus or kaidan can cover any tech abilities you want and be useful in combat.
ME2, she's easily the worst squadmate. the drone doesnt really kill anything, it might distract a guy or two for a couple seconds but thats about it, think of it more as a crowd control distraction rather than a real attack. her weapon selection is horrible, shotguns dont work well on squaddies in general, and neither do heavy pistols.
but dont let her horrible performance stop you from using her. if oyu like her use her.
in my jack romancing playthrough i used jack most of the time even though she's kinda crappy too

Most of the things I've wanted to say have already been said, but Tali with the GPS and Area Drain is pretty bloody good. I usually hold off on playing Overlord until I've gone to the Migrant Fleet, just so I can run through with Tali and have wonderful, wonderful Area Drain spams. You're not fighting geth, you're just recharging your shields.

Of course when you are a sentinel, you reset their cooldowns with Tech Armor, making both of them substantially better.
I still don't think they can compete with the best of the squadmates though.

The problem is that like Tali, Legion is a fairly specialized character who unfortuantely shows up fairly late in the game. If you're willing to take Tali and Legion on geth-heavy missions, you're going to find out just how strong that specialization is against the geth.IMNWME wrote...

If the situation calls for it, Drone a Heavy Big Bad. The cooldown is a bit of a hit, use it mainly for the extra tough ones. The familiars just eat the Energy Drain.

Mind you, I never played on anything harder then Normal Difficulty.
But the drone can be a useful distraction tactically.
If you spawn it before you commence your attack, the enemies will turn away from you, giving you a few moments when their guns are not pointed at you to bring them a parcel of pain.
And during the Collector base raid, I spawned the drone right where the Husks would climb up before I triggered their arrival.
And during the approach to the Human Reaper, I'd toss the drone out anywhere and it seems the Collectors would go after it if we were untargetable.
So yes, I'd say she's very useful.
I'm uncertain how the Energy Drain works though, there weren't many enemies with shields to drain, making it a useless power (at least to me).

I always evolve her to Explosive Drone instead of Attack Drone. The Drone is by its nature cheap and disposable. They're used for distraction knowing they're going to be destroyed. I feel like the drone tends to do more damage if it has a bomb strapped to it that goes off when it dies, rather than rely on its fairly average standard attack.
