 I would like to see a mod which allows me to take a character I previously beat the game with, then go back and start over again at her finishing level.  So I take my lvl 23 Warrior and begin the game again from the start. (presumably against enemies whom would have leveled to compensate as well)

Unless a toolkit is released, this is highly doubtful, even then, it'll be unlikely.

do the enemies scale if you tweak your save?

Or you could just start a new game and addxp yourself to level 25. Enemies scale with you all the way to 50, however, unless you are using items moded to be evolving, you will be finding nothing but low level weapons and armor that won't be any good against high level enemies.

Oh, and one other thing, the exp rewards for questa also does not scale, so yo uwill be getting very littel exp for your level range, meaning leveling won't happen much.
