Do Spectres need to be combat experts?

I agree that SpecTRes need to be able to handle most any type of mission, but here's the thing: there are many different ways to handle any given situation let alone a whole mission.  

A non-tech SpecTRe who encounters a locked door might very well ask her resident tech expert to open it for her, so without actually having the skill set involved, she handled the situation. 

Similarly, a SpecTRe who stays on her ship and sends her personal commando team to assassinate a terrorist is handling a combat-type mission.  As is a SpecTRe who gets ambushed and handles the situation by ducking down and letting her body guards do their jobs.

You keep falling back on the 'send in the squad' answer, but that is conventional naval operations. Operatives are hands on. Going back to literary examples, Bond likewise 'calls in the troops' where appropriate but that doesn't apply in situations where he is still investigating where to send them, something that can't be done easily on shipboard and usually requires James fighting on his own long enough to get a signal off and/or give the troops time to arrive and/or open the door for them.

Without the combat training, most of Bond's missions would be impossible, and by inference the various crimes and world domination schemes Bond stops would succeed.
