Raccoon People and Missing Objects

Pic of bug

As you can see from this picture, the faces of the people are missing
(somewhat --making them look like Raccoon wannabees) and other objects
in the game are also missing. This picture is from the Eden Prime
mission but has happened to me other times.

I got my ME from Steam but I don’t think this is the problem as my other Steam games work just fine.

Game Specs:
Version: 1.02
Resolution: 1024 X 768 (Same as desktop)
Particle Effects: High
Texture Detail: Ultra High
Filtering Mode: Linear
Dynamic shadows: On
VSync: Off

OS: XP SP 3
Processor: Intel Core 2 Duo(3.69 GHz, Overclocked)
Video Card: ATI Redeon HD 4600 Series(Overclocked)
DirectX Version: 9.0c

Things I have tried:
Using
Steam’s verify integrity and  defragment of game cache (It said each
time I did it that the files were ok and this some times would help but
now it is not)

Start the game in windowed mode (Kind of helped but it is not helping now)
Read that deleting local shader cache files would help but it did not)

Tried change the particle effect and texture detail but did not do a thing

Reloding saves that did not have this problem(Did not work)

Which driver version you running for your GPU, and have you tried disabling all overclocking?

Yes I have tried running the GPU and CPU with out overclocking and my ATI driver version is 6.14(So it is up to date)

I think that it has to with my graphics card because I had to replace it to play Mass Effect with out people having lines on their face and after I replaced the graphics card it started to have this problem

I can't find out why this change is affecting the game????

I also had to recently replace by GPU due to the old one burning out, and I had a HD2400 floating around. I had other assorted video bugs with ME, but they went once I upgraded the default drivers to Catalyst 10.4. Newer versions of the Catalyst drivers can work, but newer drivers can often cause problems with older games such as ME/ME2.

My Catalyst driver is 11.5 not 6.14 I was looking at the wrong numbers

I tried playing the game at version 9.4z(The version that came with the CD) and the game would run but I ran into GPF errors that stopped when I updated but now I get this

So far, you have avoided answering about what results you had with drivers that are IN BETWEEN 9.4 and 11.5, and if you have not paid attention to what Bogsnot told you, then you seemingly don't really want real help very much.

In between 9.4 and 11.5 I got the GPF error or this problem and so what I would like to know is if any one else is having this problem with the same ATI video card or this problem is not related to the video card at all

I know that it has been well over a year since I last post on here but if you are googling and find this here is the solution. So after a year of testing I have found out why this happening. The sad thing is that when this game was converted for digital download it was not done right and what happens is that the game tries to get it's files from the CD. However it is not there so get this bug because it is not there. There is no way to fix this other then to write to Bioware for them to fix this.
