Item stars: How does the calculation work?

I'm a bit mesmerized by the stars given to items that I get as loot. For example, I am in Act 3 (beginning-ish) and I have two belts:

Sailors' Rope Belt (which I've had for a while):
  +3% physical damage +3 fortitude
  >> no stars

Belt (just looted):
  + 3% physical damage
  >> 3 stars

What gives?

Also... and ideas on how many items that provide
  +Enemies drop better equipment
is worth carrying around on my party members? Do they stack ad infinitum?

From my understanding, all equipment gets given a base level. The star rating reflects how this base level compares to your actual level. Thus high ratings of stars will be given to armour/weapons which are relatively quite powerful and will give you much higher armour-ratings and base damage.

The problem with accessories is that the range of properties is quite limited; This means that the innate star rating doesn't really mean much and it's left to your discretion to choose the best gear regardless of star ratings. By Act 3 you should easily have a few random drop belts that give +4%physical and another property (attack, health, stamina/mana etc) so both those belts look pretty terrible tbh haha.

I'm not too sure about the +enemies drop better equipment. I think some of the people who tested the runes of fortune were testing it but not sure what they came up with. If it's anything like +drop more money then it should stack when on active party members.

I wouldn't bother with the star system. It's pretty much useless. Keep the gear that is relevent to your character build.

ie. If you are using physical weapons then collecting physical damage increasing % gear is relevent.

I tend to keep gear in this order.

1)Health + Damage % gear - High priority keep
2)Damage % gear - Priority keep
3)Health gear - Keep
4)Mana gear - sell

I'll sell all armor not relevent to my character. I will keep armor with fire resistance, critical hit, health or damage increasing % stats and relevent armor with rune slots.

I'll sell all two hand/ sword and sheild/daggers because I have the DLC packages. I will keep the best mage staves of each elemental type.

Dmg% + mana/stamina can be useful for companions. Saves having to pump any willpower.
Also for rogue companions I usually give them the +crit dmg/chance accessories to help them get 100% crit chance and increase their damage.

I usually just sell all the armour I pick up as there isn't really anything that fits my hawke build but hoard accessories to upgrade my companions. But otherwise I usually follow something like what Jack-Nader said.

If you are to follow any system, follow the colours. If you have any black/purple(?)/gold items they generally will be pretty good (unless you got them 10 levels back..). Green items (dlc) can also be pretty good throughout the game. Silver items are the bottom of range of things worth equipping (imo) as the copper/brown items are pretty terrible in general.

But yeah, just find the items with the most of the properties you're looking for and you can't go wrong :)

Star rates is based on your level at the time you get the item, pretty much worthless to go by.
