I've added a new area to the main campaign with some enemies, but I don't think their strength is correctly scaling with my party's strength.
For example, for the enemy leader, I've set his rank to "Lieutenant", and put the min level at 5 and the max at 24. When my party encounters him in-game, though, he goes down in about three hits. (The members of my party, for reference, are all around level 12).
Is there some other feature of the area or of the creature that I have to enable to make the enemies scale with my party? I'm pretty sure that the enemy I'm encountering is just the level 5 variation, not one that's been scaled to the strength of my party.
Has anyone else run into this problem?

I know level scaling is locked when you visit the area for the first time (or at least when you encounter enemies there the first time. So that *could* be part of it. Unless you only ever visited the level at 12.

That's what I was thinking too, but I can't seem to find the field for that anywhere.

They do AFAIK, try looking in the Variables list on your area, if its not there, it is likey handled in a script.
