Ok, so here's my dilemma. I bought and played ME1 and ME2 before I recovered my existing gamertag from for the xbox live. So all of my ME stuff is on a profile that is not linked online. Is there a way to merge the two accounts or to transfer game saves to the account with xbox live so I can play all of the DLC and not lose my previous work? Or am I just s.o.l.?

There may be a way that involves modding the saves, might be best asking on the PC support board or MOD board if they know a way ???

I would say out of luck normally, though I had a similar experience with one aspect of your problem. I'll recount that and you can decide whether it may help you.
I played offline for ME and completed it a few times. This was with Gamertag1.
When I finally went onto XBox Live I couldn't use Gamertag1 because someone else had already used it. XBox Live support I could change my Gamertag and keep my achievements but by using Microsoft points; i.e., paying to change my Gamertag.
Not having the funds I bit the bullet and found myself a new Gamertag, Gamertag2, and started playing all my games again.
I deleted Gamertag1, and upon completing some of my previously completed games, the vast majority of my achievements popped up for Gamertag2.
For ME I found that the saves were still there, and I could import a ME character into ME2.
This will depend on what you want to keep of course, and I'm not saying that this will definitely work (I came across this by accident).
Also, others have mentioned that ME2 saves have some sort of copyright protection, so I would have some doubts as to whether any modding will help. Worth a check still.
The other aspect of getting dlc to work on the other account will require some more info. Dlcs should work across accounts without problems.
