She's an interesting fling but I don't see how that could turn into any sort of romance worthy of a LI status. Plus I don't think she'd be interested in giving up her job! Not that my Shep would mind....But a lot of peoples Sheps probably wouldn't be down with that.
Yeah, with my assorted Sheps, only 1 actually went the route of sleeping with her, the rest just took the trinket and called it good.

The problem with that is that she sleeps with both male and female Shepard in the first game.
Errr no I meant she could be a bi LI so that FemShep could romance her as well.
And yes, she closed shop in the Citadel so maybe we could find her in Thessia if we go there to recruit asari to fight Reapers...
Edit: Since CHudson said not all LI will be squad-members, I'm guessing we could have minor npcs as LIs such as Aria, Gianna, Shiala, Sha'ira etc.

I'm not a man, so I don't really know for sure, but I always got the impression that male friendships were a good deal more "light" than close friendships between women. We women can talk about some really heavy, deeply personal stuff sometimes, but I've never seen that with guys. Not saying it doesn't happen, of course. I do know that while I have some close friendships with males, I don't talk to them nearly as much about the heavy stuff as I do with my girlfriends.

None of the SB operatives know Liara took the place of the second SB. Or that there ever was three Shadow Brokers. Sha'ira is interested in her bottom line - her reputation and ability to gather intel. Notice how she's only upset because Septimus is ruining her reputation? She's not a particularly loving asari. After you talk to her to let her know you handled things with Septimus, she'll give you the trinket and then there should be a renegade option of 'is that all?' which leads to the nookie.

That said, I wouldn't mind seeing Shiala as a "fling" option. After all, she and Liara are the only two asari who know Shepard's mind intimately, so Shiala and Shepard have a connection that others don't have. I really wonder why Shiala's role as someone who has the Cipher hasn't been addressed more, that is something that only she, Shepard and the deceased Saren shared, and it makes them really unique, even outside of the fact that we know more about the Reapers now. I've always thought that the Cipher was an underutilized story point, and Shiala an underutilized character.

It's coming back to me now. I haven't actually played through all of ME1 since well before ME2 was released, and I imported all my ME2 games from one main playthrough. I'm getting psyched to start it now though.
