The Samara thing is pretty silly, because her attitude towards you is solely based upon which alignment is dominant, even if by just a couple of points.
There should at least be a grey area where she is all like "Yeah, well... You did some bad things, but you're kinda alright, I guess. I probably won't have kill you once I'm done with your mission", rather than "I think I'm in love with you, my angel" or "You're a dick and you're lucky I'm under oath".
Wasn't the point of Samara taking the Justicar code so that she would be able to see things in black and white? She's not supposed to be flexible/think about grey...the code is meant to cover every scenario a Justicar could run into so she will always know what to do without needing to be burdened with moral dilemmas, if I understand it right. Plus, when she talks about hunting Nihlus, she admits he might have been a been a good spectre, but she had to pursue him anyway.
I think the Renegade response should have been triggered at around 45% renegade or higher, regardless of paragon score, rather than the current system. I don't think the idea should be tossed out the window just because it wasn't implemented as well as it could have been, though.
EDIT: Because I am getting somewhat off topic

Ken was supposed to be a light romance! ...for straight female Shepards! *headdesk*
But I would absolutely love to get more, shall we say, familiar with
Kenneth in ME3. I think if more "light romances" were introduced, they
should all be bisexual, if Kelly is our precedent for such things. And,
concerning Ken being "killed off" in ME2, he [SPOILER?] actually can't
be killed. If you arrive too late to save all of your crew from the
Collectors, it's Gabby who dies, and Ken won't talk to you. So maybe
that will be Ken's prerequisite for getting in his pants: you have to
save Gabby in ME2 in order to earn his affections!
I'm
not sure how I feel about light romances...if it is more in depth than
Kelly, I'd pursue one though. For at least one playthrough.
