This problem has been posted a few times before, just putting it up again f.a.o. Bioware staff, incase somebody has brushed it under the carpet:
On party select screen, party members standing behind other members are often unselectable.
Example: Alistair stands behind the dog, it's easy to select the dog, but I can't highlight Alistair. No matter how high I go with the mouse cursor, it's the dog that remains selected. Alistair is 'blocked' by the dog.
It's not just Alistair, it's also Sten, another back row member. The total number of members at my party select screen is now six.
It doesn't always happen, but most of the time. It's not persistent either; it is solveable by going in and out of the party select screen until I get 'lucky'. In another thread that mentioned the problem the solution given was to exit and restart the game, I haven't tried that myself but that should of course work as well.
This is another thread dedicated to the problem: social.bioware.com/forum/1/topic/58/index/172860
I have Dragon Age Origins, the ordinary retail disk, patched up to 1.04, no mods or DLC installed.
I don't know how relevant my system specs are with regards to this issue, but I looked them up to put them here:
Windows XP
1GB Ram
Processor Intel® Pentium® 4 CPU 3.06GHz, speed 3059 MHz
Videocard ATI Radeon HD 4350, 512 MB
32 bit display
Loading is slow, but performance is otherwise good.

No mods or DLC installed. I'm fairly new to the game, made two starts, both played up to 20% of the game or so, and it happened on both occasions.
Here are 4 more older threads that describe exactly the same problem, with one person also mentioning he has no mods installed:
social.bioware.com/forum/1/topic/58/index/140327
social.bioware.com/forum/1/topic/9/index/119090
social.bioware.com/forum/1/topic/58/index/208506
social.bioware.com/forum/1/topic/58/index/1718877
About everybody mentions that exiting and restarting the game sorts it.
It looks like it's a not uncommon problem, but maybe developers are having a problem reproducing it?
