Just trying to get an idea what level people were at for each Act...
Hit 14 at the end of Act 1/beginning of 2...and since I'm a habitiual restarter I haven't gotten to Act 3 yet.
I know the rough "Max Level" people hit is around 26/27...
What level were you at the end of each Act?

Depends on my import. If i import my human noble and get the Harrowmont and Ameranthine Nobles' quests i hit lvl 14 before deep roads. If not then i hit that level when fighting the giant spider once down there.
I can't remember act 2, never pay notice to that.
In the end I'm always between 24-26.
I also think i get more exp as rogue, when I'm warrior or mage i tend to walk straight into half of the traps along the way. Plus I don't always have a rogue in my party = unlockable chests.. :/

ive always cleared out every zone, did every quest, looted, read, disarmed everything and i can still barely make 14 before the end of act 1, still some people make it sound easy. dunno how they do it

How is level 14 possible in Act 1? Is it from level grinding with thugs at night, and holding off on taking out the thug leaders? I can't think of another way that would be possible, especially if you've done all of the quests...unless there's a different way to bump up your xp. I remember seeing a belt somewhere that would do that. Maybe in the Black Emporium?
Edit: Maybe it is possible, since the first several levels don't take much to level up. I guess I just never paid that much attention. I'm at the final boss fight (standing at the gates) of my 6th playthrough, and I believe I'm at level 24 or 25. I'm at work, so I can't look right now...

I do not think you can grind thugs. There is a set amount that spawn from what I have seen. Usually, 1-2 groups will spawn after you get the hideout note (have to exit the area and re-enter) but that is it. I am pretty sure these groups spawn even if you clear the hideout first as I know I run into a group now and then even after clearing the hideout.
I do not know what level I exit act 1 as I am more interested in what level I am entering the deep roads (level ~11 or 12). I would love to be level 14 for that, I hate the Stone Wraith.

14 is not possible before deep roads. 13 might be possible, but it already takes a strict level of optimization to make it to 13 before the Dragon in the Deep Roads. 14 is very doable by the end of Act 1, ARW gives 10k xp by himself.
I finished Act 1 at 14, Act 2 at 21, and Act 3 at 27.

If you wanted to squeeze out every last XP possible, 28 could be possible by the end of the game. Importing the most xp-profitable decisions, making all the most xp-profitable choices in quests, disarming every trap and unlocking every chest, gathering every resource, obtaining all the plus xp gear in the game as soon as possible (Lion of Orlais, Fallen Star, and Belt of Promise), donating gold to Lirene's for an extra 250 xp lol, and using Elixir of Heroism at 27 (where it grants you the most possible xp).
Additionally, there are definitely opportunities to kill enemies on the Wounded Coast (and probably other locales) in multiple visits. If you go through there without any quests the first time, you can kill all the mobs just hanging out. Mobs will reappear when you pickup a quest there, like Blackpowder Courtesy. I also discovered that if you leave the cavern through the original entrance after killing the leader, there will be more Tal Vashoth outside to fight. There are probably several ways to exploit XP gain like this, but there is definitely a finite amount in the game.
However, the whole exercise would have little to no practical value. Enemies level with you, so you aren't gaining an advantage by leveling up. In fact, you are placing yourself at a disadvantage, since whereas some levels provide you with a badass talent or enable you to equip some badass weapon, additional levels won't provide an equal benefit while your enemies are getting tougher.
If someone was able to make it to 28 in the current state of the game, it would be impressive. Further DLCs that are released will make it easier and easier.

my highest level was 26 and really c lose to 27. If you got the exp for killing Meredith i would have made it.

I never remember which level I reach by the Deep Roads, but I almost always hit level 20 by the end of Act II and 25/26 by the end.

then why is there a cap of 50 if most only make it half way. Also..would have been nice to take ur level toon from da0 and start at that level..but the story is what matters i suppose...either way..why would there be such a high level cap.

It is the level cap of the engine not the game. Remember Origins had the dlc/expansion Awakening which raised the level cap and other dlcs. Level 50 is for future dlcs. People are still hoping that there will be a dlc that will cover the three years between end of act III and Varric's narration.

I'm always curious for those details.
I think it was Lvl 22 on my first playthru.
Second playthru. Act 1 - level 13 for me.
I don't really understand the way enemies scale, in that I'm not experiencing it that way. I struggled until level 7. Sharps Highwaymen would kill me 6-7 times per group. I couldn't complete the quest to get Anders until level 9 or something. Then, with a spec point and some CCCs, I breezed through the second half of Act 1, with fairly few deaths. Now, of course, I've emerged into Act 2 and I can't complete Sebastian's quest yet, and nighttime encounters and knocking me over again.
Not that I'm complaining. Wish I had more time to play.
