Description: Just resumed a game from February, and went to the Merchant quarter to grab the next section of the City Watch main quest from Breilana. Upon returning to the Docks, I went into the now unlocked Back Alley. Said Alley is utterly EMPTY. Buildings and empty containers are there, but no watchmen, and no smugglers. Every other area I can reach is fine. >.<
Tried disabling the party limit cheat on an earlier save and trying again, but no dice. The same thing happens when I use an earlier savegame from a different character.
No crashes or anything, but the game will not let me move further with the plot since it cannot mark this quest as completed. Please help!

i wish i could tell ya how to spawn in the Back Alley, 'cause as you probably know its a good trip
But I think this will set Brelaina (and the gamestate generally) to *as if* you had completed the area:
DebugMode 1
rs 10a_brel_state(40)
DebugMode 0
let me know how it goes .. I'm really not sure if your PC should be standing in the Alley or the Merchant Quarter (Brelaina's office) when you run the command in console. Make a new Save first, then try Brelaina's office (then talk to her); you may have to go back to that Save and try the command again in the Alley (then talk to Brelaina).
there's a lot of cutscenes, multiple scripts and conversations, even duplicate scripts involved ....

Does someone else play on your computer? I mean, empty containers - that doesn't sound like a spawn problem, that sounds like a someone-has-come-before problem.

Hopefully, however, this issue can be fixed completely.
