Does the achievements bound to ea account? If i delete the game and install it again then log into my account will i have them back?

I'm not sure about it but if you want to reinstall the game you could simply copy the BioWare folder, for windows it's stored by default in the document folder, reinstall the game and the copy the BioWare folder back. That will result in having all your saves, achievements and so on saved in the game.

What about if i format my PC or buy new PC,if i put BioWare folder in a cd then place back in My Documents folder will i still have my things back?

It should work perfectly fine, it's exactly what I did a month ago (except for the fact that I used an external hard drive instead of a CD)
