Concerning the 'New And Improved' version of DA, I wonder if I'm wasting my time.

I've been creating custom tactics, basically repeating blocks of available spells as I fill it out.

If you choose one of the presets, does it just do that anyway? (Start at the beginning, work it's way to the end, and start over?)

I don't think I understand the question. Can you rephrase?

If you mean 'do I have to put the same tactic in more than once?', then no, unless you have some specific reason for doing so. The only reason to put something in more than once is if you want it to fire under more than one condition.

Presets tend to use the skills you have. However they often miss the odd skill, so custom is best.

prebuilt tactics will fill out with skills you pick up that fit the description of the selected type
Having said that, all presets suck. Someone who did not play the game, at all, designed them.

I think they were designed to be sub-optimal to encourage players to write their own tactics

They also tend to leave out tactics for some of the skills in yours and your companions specialisation trees.

...but I have to ask again....so I can attempt to understand this 'new & improved' process...

Let's say you have 32 tactics spots, you're in Act 2, and using the presets, it decides to use 8 spells. That leaves...uh...24 empty. Will it just cycle through the 8 spells, 1-8,1-8,1-8,...infinity, or will it only do it once, in effect, wasting 24 slots??

Yes? I can't tell if you're using the presets as an example, or because you actually use them (you shouldn't, if you are, they're awful). You shouldn't be trying to 'fill up space' anyways, you want to have the most stuff covered, with the least amount of tactics.

Check Suicidal's very helpful guide on tactics to understand them, and to get some good ones for yourself.

The tutorials are helpful indeed, but they don't answer my question, that I think to most doesn't need asking anyway. :)

Okies, we'll try 'er this way: We'll pretend I have 4 spells (don't debate them, they're just an example).
1) Fireball
2) Cone of Cold
3) Tempest
4) Heal
Are these going to keep repeating themselves over & over, untill the battle is over, or just run through the order once?

As I understand it, AI (non-controlled party members) will go through the tactics from the first until a condition is met, then it will carry out that action and then start again from the top working its way down the list until it finds another condition that is met.

So yes they keep running through the sequence. If abilities are on cooldown/the conditions are not met for any of your tactics, the AI will follow the behavior that you set for them (ranged/aggressive etc.)

Note that this happens regardless of whether you use custom or preset tactics, meaning that in your custom tactics that you were making you don't need to repeat tactics, unless like Arelex said you intentionally do so for a specific reason.

Hope that clarifies it for you, though the information is there in Suicidals guide. Take a read through the explanations, but try to interpret the tactics yourself first and figure out the decisions he has made, so you can gather a better understanding of the system.
Also correct me if I'm wrong but I'm pretty sure tactics worked the same in DA:O in regards to what you are asking. Or maybe I've just completely misinterpreted your question!

tactics operate in much the same fashion as DA:O. There is more functionality to work with however, which requires understanding. There are certain functions which happen to be broken, which require knowledge. Everything you are asking is one click away. Read the guide.
