I can't figure out how to dispel his haste, detect his invisibility, or avoid his breath weapon (which usually causes permanent death to a character)

Use True Sight. At that point in the game your fighters should be powerful enough to simply melee a vanilla Draconis to death. With Whirlwind attack his Stoneskin is gone in no time.
Otherwise, use Timestop + Improved Alacrity so you have time to remove whatever protections he casts, and an avalanche of damage spells.

true sight does not reveal him when he is invisible. And I can't figure out how to dispel the haste spell because it doesn't even come up in the info window that he casts haste on himself.
And no, I can't melee Draconis to death without getting blown back by his wing attack numerous times.
But the real problem is his breath attack that does massive damage. I always reload when I see one of my character portraits dissappear.

I'm not sure what elemental type of damage the breath attack uses. Cast Protection from Energy on your mages, and Mirror image.

I believe it's acid damage. So: Use scrolls of Protection from Acid on your fighters and that should help keep them alive.

This type of question belongs in the Spoiler forum, so that the responses don't ruin things for other people who rather puzzle out the tough ones on their own.
Without going into specifics, IMHO the Drac. battle is the toughestone in SoA/ToB. Even when you know what to do, it's still a bloody mess.
In the old spoiler forum there was a very long permanent thread on Dragon Killing. You might want to goggle it for all the gruesome details.

Are you only playing the basic game Makatak23?
What have you got to work with eg. Minsc, Mazzy, Jan (all about level 20) and hero is an level 25 paladin?
The basic game; send in a 'Truesight' character eg. Keldorn or Jaheira with a bunch of powerful adds... wyvern, air elemental etc to bash his human to death.
Pull your characters back before he dies (explodes into his dragon form) then pull him back onto spike traps.
Edit; I'm not sure if he has adds in the basic game but they could bugger a traps attack... looking back at my notes I (that is Jan) zaped him with power word blind.

The green scrolls of protection from acid aren't so good, because Draconis can dispel them - if your mage has the 5th level spell protection from acid this should suffice. Otherwise items that grant acid resistance like shadow dragon scale.
True sight will reveal him when invisible, you may want two characters running true sight - to have multiple invisibility detections per round.

He doesn't use Spell Immunity: Divination, so True Sight should remove his invisibility. Polytope's hint is on the spot; have 2 True Sights running. In vanilla he summons Invisible Stalkers, which can be a pain in the but
Polytope is right about using the mage spell Protection from Acid instead of scrolls. His caster level is rather low, so his Dispel Magic will most likely fail in dispelling it. In an unmodded game, the scrolls are cast at caster level 1, so he'll probably dispel those.
Hardiness is a great help for your fighters. And all the usual buffs: Protection from Evil, Remove Fear, Chant and Improved Haste.
Of course, any half way decent sorcerer can waste him in about 5 seconds without even breaking a sweat.

I saw a speedrun video of somebody using time-stop and then polymorphing into a Mind Flayer and sucking on his human form's brains. He didn't even morph into a dragon. I don't think I have access to that, though.
After half a dozen tries, I was able to take him down without him using his acid breath on my allies (if he ever used it, it was on my summons)
