so the bubble has 5 meter radius according to mass effect wiki page.
my question is do the enemies get the damage of 50 (x 8% on armor/barrier/shield) constantly, like singularity
or
is it just a one time thing where once got hit, enemies that were in the radius don't get damaged afterwards.

It has no over-time effect. The damage is applied instantly.

Enemies who get hit with defenses up suffer x8 damage; enemies down to health suffer very minor damage, but instead freeze.
Depending on difficulty level and Shep's level you can strip defenses of (normal rank) enemies in one or two shots. The second (or third) shot will freeze enemy, and enemies will stay frozen for a very long time!
The Avalanche is highly effective when used on clustered enemies. Fire 2-3 shots and those enemies will be out of commision for a long time and take double damage whilst frozen. All in all, one of the coolest and very effective Heavy Weapons.
