Well I was wondering if 'nexus' or 'heart of the relay system' meant that at least most of the major pathways went through the Citadel, so controlling the space there meant you controlled intergalactic transport, by being able to physically interdict ships that must pass through that space.

Well, that is actually I figure it probably works. In the games we don't really see that many relays. However if we could see all of them at once we'd probably see that no one relay is too many jumps from the Citadel.
