I just recently beat Mass Effect as an Adept and was planning on playing through the game again as either an engineer or an infiltrator. I've unlocked Throw, Lift, Warp, and Singularity biotics for new characters, but I also unlocked the +25% cooldown reduction for Marksman from pistol kills. My understanding is that you can only pick one Unlock to take effect on a new Shepard. When I go to do that, I've noticed that only the Biotic powers are there, and the marksman is no where to be found.
Does things like the marksman cooldown (exp bonuses, and whatnot) automatically apply no matter what and its only things like X Skill/Ability on new characters that we have to choose from? Or is it something else and I'm just not looking in the right spot. I've looked all over these forums as well as gamefaqs, and I cant find a distinct answer on this.

I think the 25% is automatically applied since it's achievement related I think? It's just like the experience bonus.

If you have a character that gets the Marksman Skill (such as Sentinel), then the bonus would apply to them. Marksman is not a bonus power you can select.

Since Marksman is a power granted from pistol training, that should take effect on any Shepard with pistol training.
You can select something else for a bonus power.
