I can justify him not using his powers over time to give himself an edge -- like say turning the clock back -- because he's partially about fighting fair and no cheating. Even if cheating could give him the edge and win (something his FM dialogue scenes talk about Re: Axel's death) he's not about to go through with it. He's a fair play villain.
Also, considering his friendship with Roxas, I think that might play a part with it. He wanted a one-on-one duel against Roxas, a person he considered his friend, with no cheating of any sort. He even congratulates his opponent on winning, saying "You play the game quite well".
Most of the time, he's able to keep his cool because he has an ace up his sleeve (fitting for the Gambler of Fate) but as the battle ends and he sees that he has nothing left, he raises his barrier (his last defense) and has a very visible look of fear to his face. There was no possible thing he could do, and part of him afterwards can't believe that Roxas did such a thing. He views it like a betrayal.
I think, really, what he wanted was to just test their respective strength (with again, no cheating) and might've let Sora go on ahead afterwards. Adding to this belief is his Days journal, which not only tells you his domain (time obviously) but phrases it in a way that, while we know he's loyal to the Organization even after finding out how little importance they look at him with, implies he really doesn't care how long things take.
Life to him is just a game to be won... and he has all the time in the world to do it.And it also kinda ties into his name -- The Gambler of Fate. He was throwing
his life on the line, just as Axel did, and perhaps it was to gain something out of it.
He lost, but I think he was moved by Axel's sacrifice and it influenced how he acted here, in a way consistent with who he is.
Just my two cents though. Luxord's a character I enjoy immensely. He is an intelligent character -- he has knowledge of literary rhetoric and pirate codes, which
is something -- and I honestly hope to see his original persona reborn.
Though I want more literary rhetoric if he appears. I enjoyed his gambling related comments, but I really enjoyed stuff like "whispers of the top of the ladder carried down to the bottom rungs" and "veritable maelstrom of avarice".
