Actually in Act 3, if you tell Meredith to do her own dirty work in rounding up the blood mages, she will make it quite clear that you are only free because you have given good service to the city but if you don't toe the line, that can be changed.
What is truly mind boggling is if you take Anders with you to see Meredith and then tell her to get knotted. I did this with a non mage Hawke and Meredith warned that if bad mages upset the people, Bethany might suffer even though Meredith acknowledged she is an exemplary mage. Then Anders launches into a declaration that Circle mages are dogs on leashes and he remembers that he is a wolf, Meredith comments that wolves may need to be hunted down and killed, and then we just walk out of there. I can only think that the sword was impairing her judgement because there is no way that she should have let him go after that confrontation. Then he does a similar thing in front of Sister Nightingale, making it clear that if "Kirkwall falls to magic", she is one of those who needs to be worried but she is also deaf to his threats.
I think Justice is emitting a sort of invisibility field that makes everyone forget what Anders has said immediately after he has said it and "hides" the fact that Hawke is a mage in much the same way. (See book Asunder for explanation of why this might be a possibility).

Mage is actually the most fun class to play, GAMEPLAY wise. STORY wise, however, it may have you facepalming yourself to death. And I actually LIKE playing DA2. Really, I do. Despite myself.
Also, I like Carver. I think it's great your brother is a pain in the ass.
Mage is the most fun class to play especially a force mage imo and trolling Carver is a bonus but it's a broken class because of how the game glosses over the important aspects of it. Playing as a mage in Kirkwall should be a different experience than playing a warrior or rogue.
I can't decide if it would be better or worse to have Varric say to Cassandra that Hawke didn't use magic to fight but really really wanted to. Hawke suffers from a lack of agency as it is without Varric's narritive intruding on what little we can control.
The game fooled me by putting blades on mage's staves, there's no reason why it can't be an effective melee weapon or that Hawke/companions don't have a talent tree that boasts their fighting stats.

A little theory that came to me a few days ago. Even though this is an old thread I want to share it.
Merideth makes it know to Hawke at the end of Act 2 that she was fully aware that he was an apostate. Given the fact that she's harsher than most Templars when it comes to cracking down on mages, it really doesn't make to much sense, except for the fact that Hawke was also (at the time) the only person capable to appeasing the Qunari. I'd like to assume that, at least for the entirety of Act 2, Merideth was willing to turn a blind eye to Hawke because she saw him as a necessary evil when it came to keeping the Arishok at bay.
As for act 1, I always got the feeling that Thrask suspicious but never acted on it. And Cullen, well he's never been the sharpest tool in the shed.

She was likely focusing on blood mages. Hawke had money, political influence, and was working directly for the Viscount. Depending on gamer's choices, Hawke may have even been helping the Templars. Meredith would be focusing on more immediate threats.
