This. I always imagine he's from Seattle-Vancouver, because he apparently speaks with a very slight Canadian accent. I can't tell the difference, mind, but the wiki says...
Plus, both Shepard VA's are Canadian, so it fits.

Born in Singapore (or nearby) if she's a biotic. Born in Singapore or anywhere else if she isn't. Grew up in North America either way. She's an orphan, and without a household with American sounding family members, the only way she could have that accent is if enough people around her (gang members, neigbours, etc.) had similar accents. (EDIT: assuming we're not just hearing her universal translator voice)

You're probably thinking of the first novel, it says that's where Kahlee Sanders was born.
I have always thought of my Shep being from that DFW-San Antonio-Houston megalopolis, however.
