If I buy this from Dryden can I have Morrigan use it and get the spirit healer spec (other than the one she starts with, shapeshifter) at level 14?
My main char is not a mage, so I'd only buy this if Morrigan can use it.

Yes, Morrigan can take the Spirit Healer spec once it's unlocked.

Once you unlock a specialization, it is permanently unlocked. During future playthroughs, you won't have to worry about unlocking specializations, unless you haven't done that yet for some. You would just need to reach level 7 or 14.
