Um. Have you gone far enough into the legends storyline?
As you progress you should get a notification that you've unlocked an item. This will appear in your registered game content in your bioware account (if it's linked to your facebook).
After that it should appear in your add-ons or something in your game menu and can be found in that special deliveries chest in game.
If you're having problems with it you might consider looking through the thread about it in the official thread in the News and Announcements (should explain how to do it/what problems people may encounter).
