Uhmmm....none. DA is pretty much the classic medieval fantasy setting. There are three different religious choices but none are atheist.

you can actually be atheist, but apart from Dwarves (most of whom worship the spirits of their ancestors rather than any kind of god(s)) or Dalish (who believe in many gods, spirits and a creator or creators) it's pretty flexible. there's dialogue choices to establish your own beliefs (for example the Chantry sister at Ostagar) with nothing really forced on you. you can even be a Dwarf who believes in the Maker, as controversial as that is

The qunari are atheist, have a caste of scholars/scientists, and have gunpowder and cannon. But you can't play one.

I tend to be a Clarkian at times in the sense that, imho, magic in this setting pretty much replaces science. The Qunari are more like introducing an arquebus, the pre-musket in the Forgotten Realms setting.
Mages at least have the largest library spanning many fields and as told earlier, you can easily assume the atheist stance in various occasions. It has no effect on the events in the game, though; being, for example, an ass t'wards the chantry folks, but if it makes you feel good, then so be it.
EDIT: That being said, there are also a lot of Chantry scholars, in fact the bulk of the codex entries are "written" by them, so even they are not merely pondering how many angels/demons can dance on the point of a needle, or the head of a pin. There are places, where you can express your disbelief, such as discussing with sister Justine at the Denerim Chantry. She's my favourite scholar, next to Dagna, of course.
Speaking of angels on the head of a pin, this whole forum is for wasting time debating topics of no practical value.

I had a cool Dwarven commoner gal named Katalin. She was a rogue with lockpicking and trapmaking skills of 4 (most mechanical), and she used a crossbow. While crossbows are low-tech by today's standards, the crossbow is still a machine and requires some engineering to make. Naturally, she specialized in archery. I role-played a bit and gave her a story - she worked in a machinist's shop as a cheap laborer as a kid and teenager. Here, she learned just as much about mechanics as her boss knew, and basically did all the work. He hired her to cut costs, but in a sense, she got a free education. When she was declared a Paragon, she started her own thaig that focused on rebuilding the lost Dwarven technology, as well as developing new technology. In her story, the battles with the Architect and the Mother were the last wars fought with swords ... in the next great war, Grey Wardens would be using firearms. An underground high-tech society reminded me of what life on another planet would probably be like. I especially liked that one place in the Dead Trenches that looked almost science fictionish (that one spot where Oghren says "Bodammar (sp?) - I thought that this place would have fallen to dust by now). NOTE: To make the crossbow a worthwhile weapon, you'll need a mod. There are 2 that you can use - one makes damage determined by your strength, and the other makes damage determined by your dexterity. I used the dexterity mod.
As for atheism, that's something completely different. Atheism doesn't have anything to do with science or technology. In Dragon Age, the Dwarves don't necessarily believe in the Maker as the surfacers do, but they believe in souls and the afterlife, and there is nothing about their 'religion' that specifically excludes some sort of higher power. In a sense, "The Stone" is god to them, and it's obvious that they're not referring to something purely physical when they talk about it. I imagine that a blood mage would be the most atheistic - or rather, a blood mage would have the strongest incentive to be an atheist. Atheism is philosophical first and foremost, and a blood mage would be the most motivated to embrace this philosophy.

Only Qunari as a culture are all three. Out of what you can play...dwarves are relatively higher-tech than others. Also, any character can be roleplayed as an atheist.

IF you meant playable, i would go for Dwarven Rogue. They revere ancestors who changed their race for the better but aside from that, they worship no gods. Their society is responsible for creating automatons, dwarven crafts are prized all over. Dwarves have HUGE underground cities, interconnected by underground highways spanning continents(or used to).
Rogue class, for traps and bombs since you want devices.
