Is there any way to keep Anora As queen and not have her come down hard on elven rioters in the epilogue?
If she rules alone.

Why worry about it? The epilogue slides aren't necessarily canon anyway. Besides that, Bioware is going to keep things simple. If the crack down on the elves is going to happen, it's going to happen under Alsitair too.

Actually, Alistair puts an elf in "the council". Chalk it up to their different ruling styles.

I think Alistair would understand better how it is to be a commoner, and would recognize a better solution for the plight of the elves. Both of them are good characters and leaders, though. Queen Anora wants to build a university and refill the royal coffers while King Alistair puts the Elder of the Alienage on the royal court despite the protests and, with a hardened personality, studies governance. I think the best solution for Ferelden is for them to rule together and accomplish their goals as partners.

Bioware will ignore the epilogue slides whenever they want. They are likely not going to put a lot effort in making much difference between who you put on the throne. If they want that crack down to happen, it will happen no matter who you put on the throne. Besides, already there is elf boon epilogue slides tthat mention a crack down on the elves even if Alsitair is on the throne.

Well my city elf is the only one who ever makes Alistair king.
The rest get caught up in omg I hate you so much I wish an Ogre would crush your skull.
For various rp reasons of course.
