I got Dragon Age 2 for my birthday, but because my computer was broken, I couldn't play it right away. Instead, I let my sister borrow it, where she installed it to her computer and registered it with her account. When I finally repaired my computer (which involved rebooted my OS and wiping my computer clean) I replayed through DA:O and DA:A so I could import my save files. When I installed DA 2, I realized I couldn't register it to MY EA account because my sister registered it to hers. Is it possible to remove her registration? Or can I use her account on my computer to import my save files? Or must I buy a new CD?

The CD key is for one account so you can't use it on two accounts. You could play on your sisters account and importing your saves. However I'm pretty sure that it's against the terms for the game which of course is up to you if you want to break.

I'd try contacting customer service and explain that there was a mistake. If you notify them soon enough I'm sure there's something they'd be able to do.

On a side note, I'm curious, what do people do if they want to buy DAII second hand then?
To OP, send an email to the customer service and don't hesitate to call EA customer service, because they can be very slow at answering e-mails.

You can have your sister un-register the game from her account (under Profile->Register Games), then register it yourself on your account. That is what is supposed to happen with used games. If you had any DLC that ended up registered to her account, you would need to ask customer service to transfer those to your account. Alterenatively, you can simply play the game on her account. The save games for import will work fine.
