We don't know they will work the same way in ME3. Besides, the AR and some shotguns can do just as much damage (or more) against armor.
Pistols with inferno ammo take armor down faster than any other weapon in game.
though u r right, we dont know how they r in me3.
ARs r supposed to do well against everything in the game but they arent specialized against anything either.
I made further edits. It may be true that shot per shot, a hand cannon with inferno rounds can do more damage against armor than any other weapon. But look at those qualifiers!

How does it perform against other defenses? Without inferno rounds? Perhaps it will have niche utility, and that may make it valuable. But honestly if it combat mechanics stay mostly the same as ME2, you'd be much better off taking an assault rifle like the Mattock (which is admittedly unbalanced) or Vindicator which are useful in many more areas than "against armored opponents, with inferno rounds." Especially if like in ME2, some fights toss enemies at you with multiple defenses. Like humanoid opponents with armor, shields, and barriers mixed in with mechs using armor and shields.
Seems to me they're going to want to give pistols some unique edge which isn't highly situational, otherwise every single class is going to wind up toting around some combination of AR/sniper/shotgun.
