I wouldn't want to lose Garrus and Tali as squadmates. It would be upsetting. They've been helping Shepard since the beginning. That being said, I also don't want a 1000 squaddies. I feel like 6 is a nice number, just like the first game. If Tali and Garrus died...then keep them dead and you'll just run the game with 4 squadmates.
I think ME3 is going to have about 7-8 squadmates.
Tali
Garrus
Liara
VS
James Vega
At least two unannounced squadmates that will be revealed during E3.
I think that's enough too.
If some of them are dead, well, tough luck. You have to manage without them.

I think 8-9, 2 other returning from ME2 and 2 all new ones, so if you saved anyone you'll have a bigger team, but if you did a mess in the SM you'll still have a squad almost big as the ME1's one, and reven with a pair of returning characters anyway. So visible consequences if ME2 gone wrong, but the squad won't be neither totally crippled.

Yeah, that's not that bad. I just don't want so many squadmates that I end up forgetting about one or two when it comes to engaging them in dialogue.

I have a few ME2 play throughs where I never went to Haelstrom. The SM was completed with one loss (Thane) because I did not have the shield upgrade. If Tali somehow survives Haelstrom and makes it into ME3 I will be impressed.
Consequences for losing team mates is fine, but saying that I should not be able to play ME3 with an import that has no Tali and/or Garrus is unacceptable.

I would assume you would have less squad mates. That should be the "reward" for allowing squad mates die in ME2. I think ME3 should really hammer down consequenses of all players actions, not just make them moot by replacing dead squad mates with fresh ones.
Bioware are terrible at making the decisions in ME1 have meaning in ME2 besides cameos. If you chose renegade options then there is practically nothing.
There should be punishment for choosing the paragon options, AND the renegade. You cannot go around sparing everyone you run into, expecting none of them to turn on you.
So far it just looks like paragon ending will be happy, holding hands style of finish unless bioware do something like make the rachni turn out bad again.
Edit: also bioware have confirmed we are having a smaller squad than ME2. So likely around 6 people, most of which we know. I assume alot of characters will make single mission cameos, but not be full squad members.
