Asmuch as I understand the mage-argument, what would you have had them do?
Basicly people seeing you're a mage, or even a bloodmage would logicly result in you ending up either dead or locked up in the Gallows. Ifnot, you'd have to kill your way through x-tons of templars to begin with, which would limit your gameplay and characterdev to either death as a mage, or turning into an evil mofo.
Casual recognition of you being a mage frequently without consequence makes 0 sense with the mage-tention in DA2 being as it is.
So yeah, it's odd. But I don't believe they could have 'fixed' it.
As to the plot-point and feeling like you have a lack of impact on the overall story, I've adressed this issue multiple times in numerous threads, so meh. Not gonna bother again.
I'll just say: I can see it might be annoying to some, while it wasen't for me.
