This is odd. Fenris is at 100% friendship, did his Questioning Beliefs, flirted with him and he seemed open to the idea. Did the Bitter Pill quest, got all the flirt options, went back to the estate, chose "Don't go"... and he did!
He said "I think it would be better for both of us if I did.
Weird. Flirted with everybody at one point or another, but did not sleep with anybody, or even reject offered sex.
Suggestions?

Oh I went through this in my Fenris romancing game. You cannot flirt with anyone else in Chapter 2 if you want him to stay. You must also use all the flirt options available in Questioning Beliefs. I had to restart Chapter 2 from the beginning (very tiresome) after he walked out on me due to the above.

If you choose the flirt option during the conversation with Isabella when she's talking about getting the relic (The "I'd do it for a kiss" one), that somehow borks the romance with Fenris, even if you don't sleep with her.
I had this issue on two different playthroughs and was finally able to pinpoint that as the issue in my game.

I think the flirting with everyone in Act 2 hurt your chances.
All the romance interests save for Isabela are a bit needy. So it's a little bit rude to flirt with all of them when they are a bit emotionally unstable.

Thanks for the help! I had a feeling that going around making social calls was going to be an issue. Should have gone with the gut. Fortunately, I'm not all that far into Act 2. Just started it, in fact, so not a heck of a lot to replay.
Most of the Hawkes I've run have been fairly monogamous. Some of them have been with Fenris and then moved on to Anders, but generally, if they wanted one particular love interest, they flirted with that one LI and no one else. The one I'm running now is... well, he isn't a nice person. He is going to try all of them before settling into a nice rivalmance with Anders.
I'm saving frequently and doing the romances one at a time because I anticipated that I might need to reload once or twice. Particularly since I'm not sure if it's possible to break Merrill's heart and then seduce Anders.I did say that he is a jerk, didn't I?
