I don't know if you modders could do this, since it would be a sound file somewhere.
But I always have to turn my sound up way too high because the dialogue is so quiet. Then when you get into battle it's like the music blares in your face.
I turn the music volume and sound effect volume to half; and it doesn't really help the fact that you have to turn up your volume really high just to be able to listen to the conversations.
It would be nice if there were some way to turn the sound up with the game coding or whatever, so that the computer volume doesn't have to be turned up so loud.
Hopefully this can have a mod to it; I hope it isn't like another action movie where you have to keep turning the sound up and up just to hear a real quiet conversation and then when battles start you turn the sound down REALLY fast cause it's too loud.
Is there a way to make the voices louder?

I can't speak for any type of audio mod, but you could drop the sound effects and music down lower in the Options menu (keeping the dialogue up to 10), or disable them altogether. I typically play with the game music set to 7, and my speakers on about 26 or so, but I also use earbuds/headphones, so that helps isolate the sound a bit more.
The mod geniuses out there may have a better (and more technical) answer for you though.

Sound effects are the worst, my point is that I don't want to have my computer and speaker sound up so loud just to hear the voices; since my dialogue sound bar is at max with my sound effects and music down to half.
DA2 is like the only game where I need to have it really loud just to hear what's being said clearly :<.

I have my audio settings at
Sound Effects = 6
Music = 3
Voice Dialog = 10
and I have normal Windows master volume at about 30.
With these setting its just perfect for either headphones or external speakers, for me. I dint have any issue with the dialog volume in general though, just that the music was too loud for me.

The sound effects sometimes do get a little overburdening, especially in battle. You can't even hear all the combat chatter of your companions.
Sadly, changing the sound volume of dialogue beyond the built-in volume control would require to unpack and adjust every single spoken dialogue file in the game, or at least the very silent ones. With DA2 having so much dialogue, you can imagine how long that'd take, not to mention the sheer tediousness of the task.
