I bought Dragon Age on Steam and every DLC has downloaded fine except for The Stone Prisoner which has been at 0 percent for the past 2 months. I have been avoiding it cause I like it when things just work but theres clearly a problem.

Well, the problem is with Steam really, nothing to do with Bioware.
Try this:
https://support.stea...=6966-IADH-1503
Otherwise, sent and email off to Steam. They are usually pretty great. I've emailed them twice before and always had a reply in a few days.
Alternatively, I'm sure someone else have had the same problem, so just do some google search, or search the steam community.
