Hi, i wanted to download and use the mass effect downloadable content bring down the sky. bioware told me i have to register my game. i tired buy i get a
Error Code 102: Unable to verify CD Key as entered, please check key and try again.
error. my mass effect was bought online from steam. i used the key that steam gave me.
any help?

Take it up with Steam. All other versions of the game from all other suppliers come with working codes.
You could try EA support, if you're lucky you might get a nice helpful rep who will grant you a new product key, but dont hold your breath. They often tell you to take it up with Steam.

I am bouncing back and forth between Steam and EA right now. I contacted EA and spent over an hour with them trying to work out the problem and they told me to contact Steam and get a new key that would work. I contacted Steam a few days ago been sending a few messages back and forth and they just told me to contact EA about it. I think the problem is on Steam's end but needless to say I am not happy about it.

If Steam isnt playing nice, then I suggest you contact your local consumer rights organisation and lodge a complaint about Steams dodgy business practices.

Steam doesn't make their own CD keys for 3rd party games - the 3rd party provides them. EA apparently provided Steam a batch of keys that it seems they didn't properly register with their own key servers. Previous to recent months, people generally had no problem registering Steam version CD keys with Bioware.
Steam can't do anything, you have to contact EA to give you a new key. Luckily, enough people have had the problem that EA seems to have now properly trained all of their support personal to quickly deal with this problem.
Follow this guide.
And remember, the most important thing is to be curteous. No one wants to help a jerk.
