They hail from a hot climate and I for one support their lack of shirt.

All their armor was destroyed in the shipwreck. Since they're all warriors (all the women, priests, administrators, and artisans were also killed in the shipwreck), the Qun won't let them make new stuff.

You all have it wrong. The Qunari are from a more tropical climate. Kirkwall is still fairly chilly. The folks in Kirkwall wear leather and wool. The Qunari are obviously allergic to wool and leather worn over skin can chafe. So they are sensibly going shirtless until they can lay their hands on cotton clothes.
