Only with the new Gen DLC. It seems to be tied to the neg dialog opt for Liaria.

I have the PS3 version so this shouldn't be an issue. Already recruited half the team and on my way to LOTSB

I suggest reading this page here very carefully,

The only Asari really Romanceable in both Mass Effect 1&2 is Liara T'soni, In Mass Effect 2: Lair of the Shadow broker you can continue the romance if you romanced her in the first game or did it the Mass Effect: Genesis Comic, where you select your romance.
