It's the order DLC file for RTO... with that downladed and installed via DAUpdator it will show up as available.

According to Chris, the 360 version of RtO developed an odd problem, and is being withdrawn because of that. Read his announcement in the General Subjects Forum for details. There was a preliminary estimate (also from Chris) that the PC version might have been made available at some point yesterday.
That never happened, and at present there does not seem to be any better date for it than the ten days ago vaguely worded "perhaps by the end of the month" guess.

I did this and at first I was elated. I installed the .dazip file with no problem and it seemed to work great. I rebooted just in case, brought the game up and there it was, the RtO file sitting happily in my available content list. So I hit the mouse button with a huge sense of relief (I had been trying to make the DLC work as advertized for several days thinking that I may have screwed it up somehow).
I sat back with some sense of satisfaction to watch that progress bar inch it's way across my screen... Hmmm, it wasn't progressing much at all at that point - 0% progress.
well, I figured the servers might be pretty busy just now... it was just passed midnight by then so I decided to just go to bed and, with a bit of luck, the file(s) wiuld be downloaded by then.
No such luck. There it sat, nearlyy 24 hours later, still at 0% progress.
No big deal. I knew I'd get it working eventually. My only real concern by this point was that the game had managed to subtract my 5 dollars worth of Bioware bucksy (points) or whatever.
I think I'll go start a fresh game of Fallout 3 now.

I purchased Bioware points and then started to download Return to Ostagar. Now its just stuck at 0% and doing nothing. Why is this happening and when will it be resolved? And please tell me I don't have to pay 400 points again just because I or you guys did something wrong

At first, please accept my apologies for any delay in addressing your issue. Please know that due to the release of this popular game, Dragon Age of Origins we are getting contacts in volumes comparing to normal flow. Though we are trying to get back to every one as soon as possible a little delay is inevitable.
When i checked you account and found that ;DLC's are already linked to your account. To resolve your issue you need to follow the given steps:
This does not impact saved games. This only deletes all DLC from the system so the customer may redownload the content again.
- Shut down Dragon Age: Origins
- In Windows, press the 'Start' button and select 'Run'
- In the command line type 'net stop DAUpdaterSvc'
- Navigate to 'My Documents\\\\\\\\BioWare\\\\Dragon Age\\\\Settings' and delete 'Manifest.xml' and 'Offers.xml'and 'addins.xml'
- Navigate to 'My Documents\\\\bioware\\\\Dragon Age' and delete the 'Offers' folder
- Navigate to 'C:\\\\\\\\Documents and Settings\\\\\\\\All Users\\\\Application Data\\\\\\\\BioWare\\\\Dragon Age\\\\' and delete the 'DAUpdater' folder
- Navigate to 'C:\\\\My Documents\\\\\\\\bioware\\\\Dragon Age\\\\' and delete the 'AddIns' folder
- In the command line type 'net start DAUpdaterSvc'
- Restart Dragon Age: origins and log in

you can't expect everyone to be able to work with dos, my does doesn't even start where it should and i don't know how to navigate somewhere in dos.
so telling people to do something THAT technical is asking to get Flamed.

What's technical about it? The only skill you need is to be able to read and know where the keys on the keyboard are. copying a command or two to type into a command window is not 'working in DOS'.

It depends where you've installed the game. Normally you can find it at :
C:\\\\\\\\Program files\\\\\\\\Dragon Age\\\\\\\\bin_ship\\\\\\\\daupdater.exe
or C:\\\\\\\\Program files\\\\\\\\Bioware\\\\\\\\Dragon Age...
(i'm not sure, I didn't install it there)
Or, make a search on your hard disk for "daupdater.exe"
P.S.: there's only one backslash between the folders, this site "makes them double" ( ???)

I send an e-mail before about a problem I had with downloading Return to Ostagar. The problem was that the Ostagar download was stuck at 0% and going nowhere. Now I restarted my computer en restarted DOA its back in the available content menu. Now its says I have to buy it again. But I already wasted 400 points on the previous attempt. Please help me!

available in preparation for the release for short period of time. This
title update introduced a previously undetected issue that causes
specialization classes to not work correctly in Dragon Age: Origins. We
are removing Return to Ostagar from Xbox Live until the issue is
resolved and are recommending that you do not download the title
update. If you have already performed the update, we apologize for this
and are working hard to ensure a fix is available as soon as possible.
We will provide more information to you when it is available.

Return to Ostagar has not been released for the PC yet. Some people are seeing it show up as available to buy, but it is not really there to download yet.
They were going to release it earlier this week, but the X-Box 360 problems caused them to pull it back.
