For some reason, Liara is no longer regenerating health on her own.  

This has been going on for many hours of playtime.  She's been killed, resurected, and healed with med packs to full health many times over but remains unable to regen health on her own w/o the assistance of first aid armor.

Is this a known bug?

Liara will only regenerate her health if she has a medical interface or medical exoskeleton upgrade ni her armour.
Only Wrex, Ashley, and Shepard (soldier) will regenerate without the use of armour upgrades.

Thanks for the reply Bogsnot1. Afaik, that is not accurate. I think that all of the characters regen health, with soldier classes recovering faster than the others.

NOPE, only Soldier class humans and Wrex will regen on their own. All others will need armor mods to regen in combat off ship areas. They may heal up when returned to ship, and their shields will recover normally, but in ME1 only those Bogsnot1 listed will regen naturally.

ME2 is a different story but then we aren't talking about ME2.

That's odd. Every character in my party except Liara is regenerating health after combat.

Every Shepard will have some health regeneration if you've gotten Wrex's squad achievement. But Kaidan, Liara, Tali and Garrus will only regen if you give them the appropriate armor mod. (Or Phoenix Armor, that also gives a regen bonus.)
