I'm in the first part of Act 3 and Isabela is already level 19. I heard you get two specialization points at Levels 7 and 14. So, when can Isabela learn Assassin/Bard/etc. specializations? I've read somewhere that she can use those skills. Or is it quest related?

You, as in your character. Each companion has thier own unique specialization and nothing more.

There's a mod. I don't have a link. It's on Dragon Age Nexus. It allows you to open every talent tree for all characters (including the NPC specific ones, which I'm pretty sure are bugged so you should only use for the appropriate NPC). But it does open specializations for everyone too, so that way you can use assasin for isabella.
