As a Renegade, should Sheppard give LEGION to Cerberus right off the bat, or should Sheppard allow LEGION into the party, do the loyalty mission and choose the option to destroy the "heretics"?

For pure renegade points -- I think activating him and destroying the heretics will give you the most points.

The amount of points you get is insignificant in ME2. What matters is how many renegade paragon actions you performed compared to how many you could have performed.
Activating Legion might give you more points but it will actually lower your renegade ratio.

People have different motives for their actions. I actually killed Wrex my first time as a paragon because I didn't trust him. Only you can decide how to roleplay.
