Note: Let me start by saying I'm 99% certain this is actually a Sony issue; it seems I'm not the only one experiencing another PSN outage.
That said, I can't quite fathom how this most recent bout of silliness would abruptly make ME2's DLC no longer readable for me. Whenever I try to load a file now, it's telling me it won't do so unless I download and reinstall the Cerberus Pack and Arrival, which I'm 100% positive never left my system after I grabbed them.
I suppose this isn't so much a help thread as a grievance ordeal. I'm pretty bummed because I can't play ME2 at all now and I'm worried. At the very least, I'm guaranteed to be able to re-download the DLCs I'm 'missing' once the PSN comes back, right?
Suddenly completely unable to load my files because all my DLC is missing

No need to worry; this is completely normal and it happens on the 360 just the same. If the PSN is functional by any chance, you may attempt uninstalling and reinstalling the DLC in question. Though note that this may not be necessary as a simple system reboot could fix the issue, which I suggest you try first.
In my case, when this happened (and it has only happened once), I simply restarted ME2 and it was all fixed. Then again I'm on 360, but I doubt there is any difference in this regard.

Hey, thanks for the reply, Phoenix. The network came back up and now I'm good to go.
It was giving me quite a scare, though, because my downloaded (and paid for, argh!) PSX games wouldn't load either, and a bunch of other people with outage issues weren't encountering any problems other than just not being able to go for online play. The guy I spoke with through Sony told me that these things really effect everyone differently, though, and then as he said that PSN came back up and my saves are restored. XD
