Petrify: Working as intended?

I'm working on locking down rogues and petrify seems to be a very good way to go... except it's not.

I'm not expecting it to be a 15s stun but a paralyze seems to do absolutely nothing. The rogue does his little "back-flip-kick" into stealth and proceeds to mess me and my party up :(.

Can petrify miss? does the casting of the rogues stealth spell allow him movement again?

You might be casting Petrify too late. Once the assassin starts the backflip you're generally pretty screwed.
You then need to look at other spells and abilities that can destealth them and summon the dog since he's very good at drawing assassin agro.

Hmm I tried opening with petrify - but the assassin seems to just shrug it off and walk towards whomever he pleases.

Very weird.

That is weird. Petrify has been pretty reliable locking down elites in my experience, especially once you upgrade and get brittle effects.
Not sure if anyone else can shed some more light.

Then it is being resisted. Raise your magic attribute.

I was afraid of this :P.

Could I optionally increase my attack % to counter this problem?

As raising magic affects the attack %, attack % does not affect the resistance to spells.
They are separate.

That's true, some rogues simply can't be petrified, such as Bartrand, Nuncio's Guards, Athenril, Brekker and his bunch or the Dalish Assassin at the Wounded Coast. They can however get the brittle status.

Brekker cant be petrified? Are you sure? I think i did that on my first play trough.. guess i'm mistaking. He died fast just the same, so it doesnt matter to much

100%. Just tested it again to be sure. 50+ Magic, upgraded Petrify, difficulty setting: casual.
Nohing but a BRITTLE symbol on Brekker and Coterie Rogue.
Not even the assassins in the Birthright quest can be petrified. So the OP does have a valid question here.
But my guess is, it works like intended, since assassins are supposed to be godlike.
