So what should I be shooting for for my end game stats as an Arcane Warrior?  i have magic 38, willpower 29, cunning 16 and constitution 12.   Also, how much or should I pump into dexterity, as my hit rate really sucks right now.

you shouldn't need willpower higher than 20. Dex ~20 seems to work fine for me. Rest goes into Magic. You don't need cunning unless you plan to use social - or if you switch out of your main a lot.
