The templars in the Viscount's Keep are convinced they remain in the Gallows. Their banter is the same as the Gallows Templars' Banter ("This is the home of Krikwall's Circle of Magi....Please do not converse with the Mages...Etc.").
They are also all the same templar, saying the same lines.

...that's not a bug, its just lazy programers who didn't give them any secondary lines.

You should post this in the technical help forums for the appropriate platform. People discuss the companions and NPCs in here, not bugs related. The actual QA guys check the tech help forums much more often.
