Okay, so at some point, I'm thinking of playing a Half-orc or Wood Elf ranger who dual-wields. What I was thinking, though, and couldn't find info on it through searching with Google is this: Does the Monkey Grip feat affect the off-hand penalty of dual-wieling? For instance, could I wield a longsword in my off-hand as if it were a light weapon? Somehow, I don't believe so, but I just wanted to confirm for sure.

No, if you want to dual wield without penalties (other than the -2 which is always applied), you'll have to use a light weapon in the offhand...
...but, if you install Kaedrin's PrC Pack, you can take the feat Oversized TWF, which does what you describe.
