Why? Because people will always come up with "optimal" builds. In ME2, there are "optimal" builds for every class. For Vanguard, you have the Heavy Charge-Inferno Ammo-Champion. For Infiltrator, you have the Widow-Assassination Cloak-Assassin. Revenant-Hardened AR-Shock Trooper. Widow-Heightened AR-Commando. Assault Armor-Guadian.
If all classes share powers, no matter how you distribute affinities, people will come up with builds that are 'optimal' across all classes just like Mass Effect 1's Singularity Vanguard. That would decrease the multiple playthrough value of the game.
