I currently have Leliana at a 100 approval rating. I have followed all the romance steps, and her status is currently "Adore". I've read that to initiate the quest "Leliana's Past", you must have an approval rating of at least 71 or so, and the option in dialogue will say "I heard there were spies in the Chantry" (or something like that).
However, thus far, I have not seen any such dialogue. I read on the Wiki that it's possible if you exceed 71 approval the dialogue option won't appear for versions 1.02 and earlier. However, I'm running on version 1.04, a patch after this glitch was fixed. However, the dialogue option isn't present.
I have not yet completed The Blight quests and reached the Landsmeet, if that has anything to do with when her dialogue appears.
Anyone know why I can't initiate this quest?

To the best of my knowledge, the bug that causes the quest to not appear at high approval was not fixed in the latest patch. There are several community mods that fix this. I'm typing on my phone at the moment, so I can't link them for you, but I believe ZDF which I linked in the community fixit thread pinned to the top of this forum fixes that. Her personal quest encounter will not trigger before that dialogue.

Since you have UE, you should have the Feastday gifts and pranks DLC. I wonder if you try lowering her approval back down using a few rotting onions... if you can then trigger the dialogue. Then you can build back up using the other generic gifts (I think their cakes or "thoughtful gifts" or something like that).

If you want to enable the console you can go "runscript zz_ran_debug" which will open up random encounters. Then you can teleport straight to the random encounter that unlocks lilianas personal quest

talk to her as soon as you leave lothering, get her approval to care then do a quest or something then go back to camp, a conversation should start when she tells you about why she came to ferelden. travel to another location and on the way you should be attacked by assassins. this will give you the quest, works for me every time. just don't rush the approval.
