I think the armor looks different in here, but it may be the small size making things unclear. But I can swear the whole upper section, shoulder pads, and the arm platings are from a different armor. Doesn't look fake, and if it is, it's damn well done. For me, what gives it away is that the EA logo looks surprisingly generic, they usually pimp it up with game-related themes.

ME2 cover isn't very good but it's not obvious photoshop from some magazine cover.
So? Bioware made the GameInformer artwork, and have used variations of it for every magazine cover with an ME3 cover story. They clearly think that image of Shepard standing in front of a burning Earth is the image they want for ME3, so why shouldn't they use it as the cover? It may've been designed as the game artwork first, then been altered slightly for magazine articles because they like the image.
