Someone said this was just a "placeholder" voice until the game is finished...
...but I'd figure most of the voice work is done by now... maybe the filters haven't been applied to his voice yet? Same with whoever said, "Shepard, look out!" (Grunt? Wrex?)

2. I don't think it's that big of a deal. It sounds more like it's just going to be for squad commands and dialogue options rather than actual gameplay.
Either way, it's an interesting option, IMO.
