I downloaded the first game off of Steam, and after I finished the game - I was un able to transfer a character from the first to the second game. Is there something I'm missing or is it simply because I downloaded it digitally?

Yes, there is something you are missing.
You failed to bother to read the Tech FAQ, which contains your answers, the same was as you failed to read the Read First thread which tells you how to post a problem report.
